February 13
Brian Lamb presents idea of a public affairs television network to the Cable Satellite Access Entity where Bob Rosencrans and Ken Gunter were in attendance.
 
October
Lionel Van Deerlin speaks on the House floor on behalf of televising the U.S. House of Representatives. H. Res. 866 passes the House by a vote of 342-44, permitting broadcast coverage of the House proceedings.
 
December
Incorporation papers are drawn up for C-SPAN.
 
1978
 
September
C-SPAN Board meets in Arlington, VA. Negotiations and planning take place for installation of the earth station.
 
March 19, 1979
C-SPAN, with a staff of four, begins cablecasting the U.S. House of Representatives live to 3.5 million households. There was no formal budget, but the approximate expenditure was about $500,000.
 
December 10, 1979
First non-House debate programming is added to the network. Close Up Foundation student seminars: four half-hour programs carried "live" every Wednesday.
