Robert Doar, commissioner of the NYC Human Resources Administration, talks about welfare reform in New York City at the Manhattan Institute for Policy Research.

The Commissioner received the 2012 Urban Innovator Award.

According to the Manhattan Institute, "under Commissioner Doar's leadership, the city's welfare caseload has remained some 20 percent below what it was when Mayor Bloomberg took office in 2002 and the 350,000 currently on the New York City welfare rolls are dramatically fewer than the 1.1 million receiving assistance prior to the administration of Mayor Rudolph Giuliani."
