Historian Susannah Ural discusses the legacy of the Union defeat near Leesburg, Virginia in October 1861. Colonel Edward Dickinson Baker, the only sitting U.S. Senator to be killed in battle, died at Ball’s Bluff, and the battle led to the creation of the congressional Joint Committee on the Conduct of the War.
