Federal Reserve Bank of Dallas President & CEO Richard Fisher says “too big to fail” banks remain a threat to the economy and proposes a plan to split the banks into smaller businesses. In a speech he gave in Washington, DC Wednesday, Mr. Fisher also said the recently passed Dodd-Frank financial regulations were too confusing and should be simplified. Mr. Fisher served as a Special Assistant to the Treasury Secretary in the Carter administration.
