Gov. O'Malley Delivers Maryland State of the State

Delivering his seventh State of the State address to Maryland legislators, Gov. Martin O'Malley (D) called his 2013 spending plan a "Jobs Budget." He stressed the value of the state’s public schools and community colleges for producing a skilled work force. The governor also identified banning the sale of assault weapons, ending the death penalty and improving traffic congestion as high priorities for 2013.
