The House Rules Committee voted on the rule for floor action on 5 bills that will partially fund the government. The legislation under discussion include: H.J.Res. 70 to fund National Parks and Museums; H.J.Res. 71 to fund the operations of the District of Columbia and H.J. Res. 72 to fund the Veterans administration; the “Research for Lifesaving Cures Act” that would fund the National Institutes of Health; and the “Pay Our Guard and Reserve Act” to fund Nation Guard reservists.
On Tuesday three of those bills were debated on the House floor under the suspension rules where a 2/3 vote is needed for passage. None of the bills received the necessary votes so this legislation will come to the floor later today under regular rules where only a majority of votes is needed for passage.
Senate Majority Leader Harry Reid stated that the Senate will not pass individual funding bills and that the House needs to send over a "clean" CR to temporarily fund the government.
