Housing and Urban Development Secretary Shaun Donovan outlined the administration’s plans to help homeowners refinance their mortgages Tuesday.
He testified before the Senate Banking, Housing and Urban Affairs Committee on the state of the housing market and helping homeowners avoid foreclosure.
Administration proposals include reforms such as allowing universal refinancing of mortgages and covering closing costs for underwater homeowners.
