Thad Allen, the head of the BP oil response team, told a commission investigating the spill that the public perception of BP affected the recovery efforts. He also suggested having a third party to manage future oil spill clean ups. Also testifying, was Bureau of Ocean Energy Management (BOEM) Director Michael Bromwich. He talked about two significant rules being released that will affect the oil drilling industry.
