Texas businessman Ross Perot ran for President in 1992 and 1996.  In '92 he received almost 19% of the popular vote, the most received by a third-party candidate since Theodore Roosevelt in 1912.  Following his defeat in the '96 presidential election, Ross Perot spoke about the presidential campaign and his ideas for balancing the budget and reforming the two-party system.
