State Department Acting Deputy Spokesman Mark Toner talked with reporters about the U.S. recommendation that American citizens should stay 50 miles away from the damaged Japan nuclear plant, and not the 20 mile radius recommended by Japan’s government.  He also talked about a possible no fly zone in Libya and the release of American CIA contractor Raymond Davis from Pakistan’s custody after being convicted of killing two Pakistani men.  Secretary of State Hillary Rodham Clinton had said the United States did not pay compensation to the men’s families for Davis’ release.
