The Heritage Foundation held its annual Joseph Story lecture on "The Constitution and its Promise" with Supreme Court Justice Anthony Kennedy.
Justice Kennedy was appointed by President Reagan in 1988, but is often seen as a swing vote on the court rather than a staunch conservative.
