When the Civil War began 150 years ago, Abraham Lincoln was faced with having to create new laws of conduct in which to wage war.  General George McClellan did not agree with Lincoln on how Southern civilians should be dealt with during the conflict.  Law professor Burrus Carnahan addressed the issue at a scholarly symposium presented by the National Archives.
