An investigative panel examining the April 20 explosion of the Deepwater Horizon oil rig and the massive subsequent oil spill questioned two BP drilling engineers about a string of e-mails debating a critical safety device in the days prior to the blast. This was the fifth and final day of hearings in Houston by the U.S. Coast Guard and the Bureau of Energy Management.
