The U.S. Coast Guard and Bureau of Energy Management held their fifth series of hearings investigating the Deepwater Horizon explosion on April 20th. Witnesses included the BP employee who oversaw the helicopter flights to and from the well. Also testifying was BP’s offshore land negotiator Michael Beirne told federal investigators that it’s not uncommon for oil exploration to go over budget Wednesday. According to him, the Macondo well was 61 percent over budget when it exploded.
