Topic: Discuss the “Quality Bonus Payment Demonstration” targeted at Medicare Advantage the program that allows Medicare recipients to receive their benefits through private health insurance plans.  The Center for Medicare and Medicaid designed the experiment program to give financial bonuses to private care plans that provide “exceptional care & financial incentive”.  However, GAO found that the money was being paid largely to “average performing plans”.
