Topic: The Voting Rights Act allows the Justice Department to appoint Federal Observers to monitor procedures polling places and at places where ballots are counted and to allow monitoring in political subdivisions certified by the Attorney General.  Guest will discuss how the Department decides what places they’ll monitor, the manpower and resources involved and how they deal with legal issues on Election Day.
