The LIBOR rate is used by 18 banks including three American banks: Bank of America, Citigroup and JP Morgan Chase.  Not only did Barclays’ actions prompt an investigation in the UK, but U.S. legislators have asked questions about what U.S. regulators knew about the fixing of the rate.  Guest will describe how the rate works, what financial industries it affects and what U.S. officials knew.
