The House Appropriations Subcommittee on Homeland Security reviewed the FY2013 Budget for the Federal Emergency Management Agency Wednesday morning. FEMA Director Craig Fugate testified.

The $13.5 billion request is $364.2 million below the FY2012 FEMA budget.

The request focuses on ensuring resilience to disasters and funds state and local programs at $2.9 billion, which is about $500 million more than was appropriated in FY2012. It proposes a new homeland security grants program to support national preparedness and response.

The Disaster Relief Fund is funded at $6.1 billion, which is a decrease of $987 million from FY2012.

Additional witnesses included Ross Ashley, executive director of the National Fusion Center Association; Jeff Caynon, president of the Houston, Texas Professional Firefighters Association; John Holmes, deputy executive director for Port of Los Angeles; Jim Mullen, president of the National Emergency Management Association; and Michael DePallo, director and general manager for the Port Authority Trans Hudson Corporation.

On March 3, 1913 - the day before President Woodrow Wilson’s inauguration - over 5000 women paraded down Pennsylvania Avenue towards the White House in a demonstration for the right to vote. American History TV attended a centennial celebration of the event and interviewed organizers, participants, and historians about the women’s suffrage movement. The aniversary event was organized by Delta Sigma Theta Sorority, whose original 22 founders marched in the parade.

Open for business in 1861 and located about six blocks from the capitol building, the United States Government Printing Office still prints the Congressional Record each day that the House and Senate are in session. We visited to learn the history of GPO and to see some of their historic printing jobs, including the "Official Records of the War of the Rebellion," which took twenty years to print, and the twenty-seven volume "Warren Commission Report on the Assassination of President Kennedy."

Guests Charles Evans Jr. and Victor DeNoble discuss the documentary film that chronicles DeNoble’s unexpected discovery of an ingredient in tobacco which, the data revealed, when coupled with nicotine makes cigarettes more addictive. The research and the company’s attempts to keep it private lead to Congressional testimony before a subcommittee of the House Energy and Commerce Committee. The movie details how this public revelation of DeNoble’s findings led journalists, politicians, attorneys and scientists to join forces against the tobacco industry,  which ultimately resulted in the first ever federal regulation of the tobacco industry. Evans discusses how and why he went about making the film, which began when he first watched Dr. DeNoble’s testimony on C-SPAN in 1994. DeNoble talks about growing up in New York, his early work at the Philip Morris Company and what it was like to testify before Congress on such a controversial subject.
