    Secretary of State John Kerry on Human Trafficking Report

    The State Department released the 2015 Trafficking in Persons (TIP) Report, which evaluates the efforts of countries around the world to fight slavery. This was the 15th TIP report, and included narratives from 188 countries and territorities.

    The Senate convened for a rare Sunday session for votes on two amendments to H.R.22, a six-year highway funding bill. Funding was set to expire on July 31. The first amendment, to reauthorize the Export-Import Bank, passed, and the second, which would have repealed the Affordable Care Act, failed.

    Open Phones

    Headlines from the day’s newspapers were read and telephone lines were open for viewer comments on the question: “Your Thoughts on Wall Street?” That week was the fifth anniversary of President Obama signing the Dodd-Frank Financial Reform and Consumer Protection Act on July 21, 2010. The law was an effort to more closely regulate Wall Street in the wake of the 2008 financial crisis. A video clip was shown of former Representative Barney Frank (D-MA), one of the primary authors of the law, speaking about it July 20, 2015, and House Financial Services Committee Chair Jeb Hensarling (R-TX) on July 21, 2015. Also, Democratic presidential candidate Hillary Clinton was shown speaking about her proposed tax system the previous day.

    The program concluded with a video clip of House Appropriations Committee Chair Harold Rogers (R-KY) being interviewed July 23, 2015, for “Newsmakers.”

    National Governors Association, Discussion on Health Care

    Governors met with Health and Human Services Secretary Sylvia Burwell to discuss the implementation of the Affordable Care Act in the states. Topics included rural treatment availability and shifting payment models. Secretary Burwell also announced that HHS would be making available $100 million in grants to combat opioid abuse.

    “Health Care Transformation” was the keynote address of the closing session of the 2015 Summer Meeting of the National Governors Association, which was held at The Greenbrier in White Sulphur Springs, West Virginia.
