In 2005 Judge Sonia Sotomayor took part in a panel discussion on clerking for an appellate court judge at the Duke University Law School in Durham, North Carolina. During this discussion, which includes all of Judge Sotomayor's remarks, she said that the "Court of Appeals is where policy is made." (28:30) Tenth Circuit Judges Robert Henry and Carlos Lucero also take part in the discussion.
