Draft Proposal Gets First Hearing

House Education & Labor Cmte. Chair George Miller (D-CA) leads the first hearing on a draft health reform proposal. The plan is being written with two other committees, Ways & Means and Energy & Commerce, and features a voluntary government-run insurance program.
