A district-level educator is someone who works at the school district level. He or she should have (at least) some direct responsibility for professional development for teachers; he or she may work closely with instructional technology or social studies, language arts or media studies. They are decision makers or "influencers" in their school community. Your educator partner should have the support of their school district, the time, and the enthusiasm to work with you after the conference. Their titles and responsibilities may vary depending on the district: "assistant superintendent" or "social studies supervisor" or "Director of Instructional Technology."
When getting started identifying the right person, it may help to call someone in the school district you know and who knows your company. Explain the goals of the conference and ask for help identifying the right invitee, or at least connecting you to someone who can lead you to an ideal invitee.
