Presidential War Decisions This C-SPAN Radio special includes President Richard Nixon's address to the nation on April 7, 1971 concerning the situation in Vietnam, as well as a number of telephone conversations surrounding those remarks between President Nixon and some of his advisers and associates. participants in the calls include National Security Adviser Henry Kissinger, White House Chief of Staff H.R.
