Ray Martinez and Paul DeGregorio, Commissioners for the U.S. Election Assistance Program, discuss the implementation of the new federal election reform law known as the "Help America Vote Act" (HAVA) and voter preparedness for the election. In this clip, Mr. Martinez and Mr. DeGregorio discuss provisions made by HAVA in order to improve the election process. They discuss funding allocated to individual states for improved election administration and voting equipment. They specifically address the punch-card ballot and efforts to reform it.   • Campaign specific    The Help America Vote Act (HAVA) was passed by Congress after President Bush took office in the wake of the 2000 presidential election controversy. The Help America Vote Act requires 4 provisions. What are they? Why is the federal government involved in giving funds to local governments to help with the voting process? How will HAVA impact this election? What is the mission of the Elections Assistance Commission, a commission created by HAVA? Why is it important to have both Democrats and Republicans on sitting on the Commission? Given the close nature of the 2004 race, do you think the EAC’s efforts are/will be more valuable in this election year than in the future?
  • Media literacy    What is a provisional ballot? According to the Palm Beach Post, what is the controversy involving provisional ballots in certain states such as Florida? What are some of the problems identified by the Palm Beach Post? Ohio Secretary of State Kenneth Blackwell, a Republican, opposes the use of provisional ballots in Ohio. Do you think party politics plays a role in Mr. Blackwell’s opinion? As a voter-in a pro-Republican state, a Democrat state, or a battleground state-what is the best way to insure that your vote will be counted? What recourse does the average citizen have if he/she is refused the right to vote? What are some of the advances made by the EAC? What is a manual audit? Should all ballots get a manual audit? Should there be a “paper trail” of all voting?
  • More ideas   What are some of the changes brought about by the HAVA? What endeavors should be made on a local and national level to make the voting system more secure?
