The president and members of Congress work together to craft legislation. Both can kick off the process by proposing new legislation. And no matter which branch gets the ball rolling, both must attempt to build consensus, compromise or just plain win when it comes to policy differences.

Numerous agencies and citizen groups agree that something needs to be done to preserve Social Security for future generations. Disagreements arise over
1. how to approach reform
2. when Social Security will run into a deficit, 
3. the amount of benefits Social Security will be able to provide, and
4. whether or not we are facing a crisis.
In his State of the Union address, President Bush outlined his plan for Social Security reform, kicking off the legislative process. Review how this policy process began and trace the latest with C-SPAN. Read a brief synopsis of President Bush's plan for Social Security reform.
