Discussion Question
1. President Roosevelt's message to Congress was an attempt to initiate legislative reforms. His message was based, in part, on what was learned from the special inquiry of Neil and Reynolds. What key abuses did the investigative report of Neil and Reynolds expose? (*Be sure to read the description that accompanies the cartoon.)

*Note: Roosevelt appointed a special commission, at the request of Congress, to investigate and report on "the sins of Packingtown." The commission was headed by Mr. Neil and Mr. Reynolds.
