DEBATE - The House proceeded with 10 minutes on the Lujan motion to recommit with instructions. The instructions contained in the motion seek to report the same back to the House with an amendment to require the 4 leases that would be offered for sale in the underlying bill to specify that all oil and natural gas produced from such leases is offered for sale in the United States and not exported, pending reservation of a point of order.
