DEBATE - The House proceeded with 10 minutes of debate on the on the Loebsack motion to recommit with instructions. The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment to add a section to the bill prohibiting former Members of Congress who are registered lobbyists with salaries greater than $1 million from eligibility to receive benefits under the Civil Service Retirement System or the Federal Employees' Retirement System.
