DEBATE - The House proceeded with ten minutes of debate on the English motion to recommit with instructions. The instructions contained in the motion seek to require that the bill be reported back to the House promptly with several amendments striking sections pertaining to modification of credit phase-out; modification of limitation on automobile depreciation; relating to co-production of renewable diesel with petroleum feedstock; relating to clarification that credits for fuel are designed to provide an incentive for United States production; relating to extension of transportation fringe benefit to bicycle commuters; relating to restructuring of New York Liberty Zone tax credits; relating to qualified energy conservation bonds and revenue provisions.
