DEBATE - The House proceeded with up to ten minutes of debate on the Garamendi motion to recommit with instructions, pending reservation of a point of order. The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment which would require TransCanada, the developer of the Keystone XL pipeline, to certify to the President that the oil or other products derived from Canadian oil sands that are transported through the pipeline will be treated similarly to conventional crude oil for the purposes of determining contributions that fund the Oil Spill Liability Trust Fund.
