JEFFERSON'S MANUAL is a book of rules of procedure and parliamentary philosophy.

It was written by Thomas Jefferson in 1801 when, as Vice President, he presided over the Senate.

The Senate does not use Jefferson's Manual, while the House uses it as a supplement to its standing rules.
