SUBSTITUTE amendments offer an entire alternative to the existing text. Substitutes are offered for sections, titles, or even entire bills.

In the Senate, substitutes for entire bills are called "complete substitutes." In the House, substitutes for entire bills are called "amendments in the nature of a substitute".
