In its Affordable Health Care Act decisions, the Supreme Court determined that states could decide whether or not to expand Medicaid programs as required by the new health law.

Oregon Governor John Kitzhaber, MD (D) described his state's innovative approach to paying for expanded Medicaid coverage when he appeared at this morning's discussion at the Center for American Progress (CAP).

Gov. Kitzhaber was followed by a panel offering the business community's view on payment alternatives. Panelists included: Ezekiel Emanuel, M.D., Ph.D., Senior Fellow, Center for American Progress; Geeta Nayyar, M.D., Chief Medical Information Officer, AT&T Advanced Solutions; and Maura Calsyn, Associate Director for Health Policy, Center for American Progress.

Neera Tanden, President, Center for American Progress, introduced the forum.

CAP also released a report, "Alternatives to Fee-for-Service Payment: Moving from Volume to Value," which looks at Medicaid payment models being tested around the country.
