Mr. Barbour and Mr. Panetta debated political and ethical issues surrounding the relationship between money and the conduct of U.S. politics. They made opening statements, took questions from the moderator as well as three panelists from Pacific University and the audience. The fundamental difference between Barbour and Panetta was how fundamental is the role of money in political communication and the proper role for governmental limitations on the raising and spending of money for various types of political communication. close
