Senator Moynihan spoke about his proposal to ensure solvency for the U.S. social security system. He proposed cutting payroll tax rates while increasing taxable income and ensuring that the revenues are put into a truly separate fund rather than pooled with all tax revenues. He also talked about the political difficulties of social security reform. After his remarks, he took questions from the audience.
