Beginning at about 1:05 p.m., members completed the final hour of debate on a resolution that called on the president to withdraw U.S. troops from Bosnia under the terms of the War Powers Act. Their presence was controversial as no declaration of war existed and the sixty-day deployment period has long since passed. Members defeated the measure by a 225 to 193 vote. close
