Secretary Albright announced the easing of some restrictions on U.S.-Cuba relations. The administration is proposing four actions: working with Congress on humanitarian relief legislation, streamlining licensing medical supply sales to Cuba, licensing direct humanitarian flights and restoring arrangements to promote humanitarian relief packages from Cuban-Americans. She stressed that helping the Cuban people to be less dependent on Castro for necessities would help them realize a peaceful transition to democracy when it occurs. Then three State Department officials briefed reporters on the details of these changes. close
