Energy Secretary Federico Peña and others, including Deputy Secretary of Energy Elizabeth Moler announced the Clinton administration principles for completing electricity deregulation by 2005. The proposal would allow states to opt out of competition if they believe it would not benefit consumers in their states. It would also create incentives for conservation to control the emission of greenhouse gases by electricity producers. close
