This House session began with One Minute Speeches on a variety of Issues including shipping nuclear waste, honoring South Vietnamese army commandos, Japan’s possible recession, debate on the Judicial Reform Act, campaign finance reform, tax reform, school prayer, the Clinton scandals, marriage tax elimination, the El Paso Quadricentennial Celebration among other topics. They then began to consider HR 1252, the Judicial Reform Act of 1998, a bill to modify the federal courts and certain matters. The bill concerns class-action lawsuits, cameras in courtrooms, review of state-passed referenda lawsuit settlements requiring a tax increase, assigning judges to cases & investigating judge misconduct. Several amendments were considered. Later, honor was paid to first responders for their response to a fire in the House office complex.
