Mr. Pasley spoke about the manner of lobbying the first few Congresses under the control of Federalists. He examined how people lobbied Congress from inside the institution and the closely linked formal society of late 18th century Philadelphia. He also recounted how a Rev. Cutler from Massachusetts used these intimate techniques to lobby members very differently from the clear exterior lobbying of the late 20th century. After his remarks, he took questions from the audience. close
