The Senate continued the impeachment trial of President Clinton with the second day of presentations by the House managers. Representative Bob Barr (R-GA) presented arguments about how to interpret the laws governing perjury and obstruction of justice. Towards the end of his remarks, Senator Tom Harkin (D-IA) objected to the continued use of the term “jurors” when referring to the Senate. Chief Justice Rehnquist ruled that the objection was well taken because the Senate sat as a court in an impeachment trial. close
