Representative Barney Frank (D-MA) led a public discussion sponsored by Council for a Livable World of the president’s proposed defense spending. He first called on colleagues from the House to comment and then he moderated a panel discussion on the subject. Participants reasoned that the president’s plan was unnecessary. While they recognized the need for better recruitment and retention, they argued that the better way to fund any pay increases would be to trim weapons spending. Representative Frank, in particular, noted that Congress had forced the military to buy planes and weapons which had not been requested. After presentations panelists answered questions from the audience. close
