Witnesses testified about a Government Accounting Office (GAO) report which found chronic problems at the Internal Revenue Service (IRS) which resulted in fraudulent refunds totaling millions of dollars. The report noted that the IRS failed to keep track of basic assets like cars and computers and that agency’s accounting and record-keeping practices were inadequate.
