Witnesses testified about a Government Accounting Office (GAO) report which found chronic problems at the Internal Revenue Service (IRS) which resulted in fraudulent refunds totaling millions of dollars. The report noted that the IRS failed to keep track of basic assets like cars and computers and that agency’s accounting and record-keeping practices were inadequate. IRS officials said that a new management team would improve performance in the short term and that modernization should solve future problems. close
