Attorney General Janet Reno testified that federal law enforcement could and should work with local communities to develop programs to curb violent crime. She said that these programs made sense because each community had different problems that must be solved individually, and that the problems are best addressed by the communities themselves. Senator Hatch and others, however, felt that some of the programs bordered on social promotion rather than crime prevention. close
