Undersecretary Slocombe and General Clark testified that NATO forces might be used to strike Serbian forces in Kosovo should Serbian leadership not sign peace accords negotiated in France. The peace plan would involve U.S. troops as part of a larger NATO peacekeeping force. They answered questions on a number of aspects of any such operation including manning the force given that the Army faced personnel shortages. close
