President Clinton told graduates that he would propose an expansion of the Family and Medical Leave Act to make it easier for parents to spend more time with their children. His proposal would allow states to use surplus unemployment funds to aid new parents. He also proposed allowing federal employees to use their accumulated sick leave to care for seriously ill family members. close
