The restructuring plan would establish an Agency for Nuclear Stewardship to oversee security at the department’s nuclear laboratories. Secretary Richardson opposed the plan saying that current reforms that he had undertaken were sufficient to address future security problems. Senator Rudman said that security problems were both widespread and bipartisan and therefore required a more independent solution. close
