Financial advisers and former Internal Revenue officials talked about the history of taxation in the U.S. and the constitutionality of the government being able to tax its citizens.

Symposium participants claimed that the 16th Amendment to the

Constitution was never legally ratified in 1913 and that no law or regulation exists that requires most citizens to file returns or pay income taxes. They pointed out that the Internal Revenue Service had declined an invitation to participate and challenged the federal government to dispute their research.
