The House agreed to H. Res. 440, in the matter of Representative Barney Frank. The House failed to agree to H. Res. 442, on the expulsion of Representative Barney Frank. The Gingrich (R-GA) motion to recommit the resolution was rejected. During the debate, Rep. Frank addressed the House and apologized for his actions. The House passed H.R. 5311, making appropriations for the government of the District of Columbia; agreed to five amendments and rejected one. The Parris (R-VA) amendment to eliminate $1.6 million for the University of District of Columbia capital account, the amount the university plans to spend on a sculpture deemed "obscene", was adopted. The Frenzel (R-MN) amendment to cut funds in the bill was rejected. close
