The subcommittee was investigating the acquisition of Bluebonnet Bank by James Fail, despite his history of legal and regulatory problems. He acquired Bluebonnet with $1,000 of his own money and loan of about $70 million. In acquiring Bluebonnet, he also got $1.8 billion of government subsidies. Former regulators discussed why they selected this bid over another bid that would have saved taxpayers $97 million. Senator Howard Metzenbaum made a short statement after the hearing.
